Yes, actually there were several people who at the time it happened thought that Butkus had hit him. As Butkus left the field after the game several fans apparently accused him of hitting Hughes. Back in the days before jumbotron replays.

Interesting post of Chuck Hughes, I was watching the game when he collapsed on the field.
